As regards the officers referred to in the Secretary of State's despatch of the 18th of July last, I have satisfied myself after what I think may be considered sufficient trial, extending in each case upwards of twelve months, that Mr Mudie and Mr. Bruce are fully qualified for the positions it is proposed to assign them.
